Supreme Court rules on "faithless electors" case

The U.S. Supreme Court ruled Monday that states can impose penalties to require members of the Electoral College to cast their vote for their party's presidential nominee. Ilya Shapiro, director of the Robert A. Levy Center for Constitutional Studies at the Cato Institute, joins CBSN to explain the ruling.
